I can totally understand the being just as upset even though the dog ended up with a scare and not worse. That moment when you think that for sure something happened is so awful, regardless of whether or not things turn out okay. I've had a couple near misses while driving and each one has had me needing to pull over and get out of the car until I stop shaking.

But I'm glad that you're okay and that the dog made it through relatively unscathed. I hope his owners smarten up and start keeping him out of the road.
