Help! Please!!

I'm am just completely confused. I've been up for several hours now trying to figure out how to navigate around to no avail.
I searched in the help tab how to post a thread and it says it should be as easy as clicking on the "Post New Thread" button but I cannot find this anywhere. So I post what I want to share on my blog (like I am doing right now) Where exactly is it lol?
Also another thing that I don't quite understand is sometimes I'll click on a thread or I wanted to add a new group (DF of PA) and this message pops up:

Kaiti, you do not have permission to access this page. This could be due to one of several reasons:

Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

Could someone please explain this to me? I would gladly appreciate it. I've really tried so many times to figure out how to work around this site but like I said I have had no luck.

Under the forum tab, pick where you want to start a thread, AFI everywhere for example. Then click on forum tools on the top right, and pick "post a new thread" from the drop down. Hope this helps.

On the top left side of each forum is a button that says "+ Post New Thread."

Also, I moved your thread into the miscellaneous forum. That forum is more for off-topic stuff such as social networking, blogs, etc. It's more likely to get more views in that forum. I've left a redirect in the original "AFI Everything" forum that you posted the thread in.
